10. Again the number of Gang Robbery, Boat Robbery, and Highway Robbery, in which no arrest was made were as under:

11. The conclusion to be drawn from all the above facts is (1) that the amount of crime of the classes, which Police can fairly be expected to prevent, although unsatisfactory, has not materially increased during the last four years.

(2) The proportion of unpunished crime shows no increase, and thereby indicates no deterioration in the efficiency of the Police.
