MEMORANDUM

C.O.

SUBMITTED BY THE REV. CHARLES BONE, SENIOR WESLEYAN MINISTER AT

HONG KONG, FOR THE CONSIDERATION OF THE SECRETARY OF STATE FOR

THE COLONIES.

The Home was built on a Site allotted for the purpose

by the Secretary of State for the Colonies.

The Home cost £3000, including $2000 paid to the

Colonial Office for the Site, on which an Annual charge

of $340 per annum is also paid as Ground Rent.

The whole cost of the building and furnishing of

the Home has been met by private contributions, with the

exception of a small Grant from the War Office and Admiralty.

There is a debt on the Building & Furnishing Account

of $1000.

The Home is conducted solely in the interests of the

social, moral, and religious well-being of the men of all

branches of H.M. Service, and of the British Mercantile

Marine, irrespective of Religious Denomination.

The Committee of the Home are hoping to be able to

establish a Branch at the New Naval Base at Wei Hai Wei;

and, in view of all these considerations, and of the proved

value of the Home, submit for the favourable consideration

of the Secretary of State that the Ground Rent of $340 per

annum may be greatly reduced, if not indeed altogether

withdrawn.
