The Hong Kong Branch of this Association has forwarded a copy of "The Small Ships' Exemption Ordinance, 1903", which is now being considered by the legislature of that Colony with the object of enabling British vessels to compete with foreign craft trading between Hong Kong and the inland waters of the neighbouring provinces of the two Kwang.
It is proposed to exempt ships not exceeding 300 tons and not carrying more than 12 passengers from certain requirements of the Merchant Shipping Consolidation Ordinance, provided such ships carry a duly certificated master. British steamers have now to compete in what might reasonably be considered their own territory with French and other vessels which are exempt from the stricter requirements of British law.
The Committee of this Association, amongst whom are representatives of the British Companies most interested in the steamer traffic referred to, have carefully considered the clauses of this proposed Ordinance, and are of opinion that the number of passengers to be allowed is quite inadequate, and pending further enquiry, which is now being...
