As regards Mails by the Trans-Siberian Route, now that the sending of letters has been arranged, will it be possible to get the Mail steamer between Port Arthur and Shanghai to call here? Was the expenditure prohibitive? As Chefoo will be the distributing centre unless the Mail steamer aforesaid calls here, it may be necessary for us to abandon our mail contract with Shanghai for one between here and Chefoo, as the land carriage is not altogether safe. A mail was held up the other day not far from Chefoo. It was being sent overland by the Chinese Imperial Post Office,
