interests of British trade at Hong Kong. In connection

with this matter, and without insinuating in any way that

Naval Officers would generally act in the same manner as

that of Commander Rumsey, they are humbly of opinion that

such a post as Harbour Master at Hong Kong is one that

would suitably be filled by a gentleman of lengthy experi-

ence in the Merchant Service, who would then be familiar

with all the various details concerning the great shipping

trade carried on at that port, and would be able to deal

effectively and efficiently with the many emergencies which

arise in connection with merchant ships.

In any case the Guild earnestly trust that you may

be so kind as to inquire into the complaints referred to,

with a view to similar acts of discourtesy being avoided

in the future.
