I am directed by the Guild, representing ten thousand Captains and Officers of the Merchant Service, to lay before you certain serious complaints forwarded to them regarding the conduct of Commander Rumsey, R.N., the Harbour Master at Hong Kong towards Captain Blance, Master of the British Ship "Kirkcudbrightshire", who desired his assistance in the matter of difficulties he was experiencing with the members of his crew. In substantiation of these complaints I am requested to forward to you the enclosed press cuttings from the British press published in China, and to ask your particular notice to the remarks concerning Commander Rumsey, R.N., which appear in the leading article of the "Hong Kong Telegraph" of March 10th last.
The Guild feel that the attitude of Commander Rumsey is worthy of the strongest condemnation, and similar discourtesy has been complained of by other members. They earnestly trust that some steps will be taken with a view to his official position being exercised with due regard to courtesy and the
