I am directed by the Local Government Board to advert to Mr Lucas's letter of the 6th ultimo (No 46381/1902) transmitting a proof copy of Dr W. J. Simpson's Report on Plague in Hong Kong, and also two copies of the Hong Kong Ordnance No 31 of 1901.
The Board observe that the conclusions at
which Dr Simpson has arrived accord with the opinions al-ready communicated to the Colonial Office by them; and I am to state that the Board see no objection, from the
point of view of the Venice Sanitary Convention, to the Governor of the Colony being advised to amend the Colony's practice in regard to the prevention of the spread of plague, in accordance with the recommendations
in Dr Simpson's Report.
The proof copy of the Report is returned here-with as requested, and I am to state that the Board will be glad to receive a copy to retain as soon as the edition has been printed off.
