It has been found necessary to continue this arrangement during the last five years. The rate of emolument assigned to Mr. Kemp, and continued in the post of Registrar of the Land Court, has had a rather curious result. If the salary of this office had been fixed at $2400 a year, as fully assigned to posts in the lowest class in the Cadet branch, Mr. Kemp would have drawn his full salary as Cadet, with half of the allowance of $1200 a year, which was actually the rate drawn by Mr. Kemp.

But a passed Cadet, in accordance with the rule laid down in 1900, as reported in your letter No. 4928 of the 7th Nov last, would have drawn only half his salary as Cadet, with half of the allowance of $1200 a year. Messrs. Wolfe and Ross have drawn full salary as Passed Cadets, together with the allowance of $1200 a year. I do not feel sure that the convenience of this arrangement is justifiable, especially as the appointment of a second Registrar cannot be said to have lessened the work of the post to any great extent.
