In three out of four Cases the Acting Deputy Registrars of the Land Court, New Territory, have been holding the temporary posts of Registrar; and as it appears to me that the question of remuneration to be paid to cadets for performing the duties of Registrar has been allowed to drop, I have to request that you will be so good as to furnish me with your views on the subject.

3. In your despatch of the 30th March, you informed me that Mr. A. Seth, the first Registrar of the Land Court, New Territory, was appointed at the rate of $5,400 a year; $1200 in excess of the maximum salary attached to the substantive appointment of Deputy Registrar and Assistant Land Officer. You stated that a comparatively high rate of salary was given to Mr. Seth because it was considered that he would have to spend much of his time in the New Territory, where the difficulties of transport render living difficult, and that being unmarried, he would have to maintain a separate establishment in Hongkong. You added that you thought it probable that the Court would complete its work in three or four years, when the appointments would cease.
4. In his despatch No. 261 of the 2nd June 1900, I.W.J. Gascoigne reported that on the departure of Mr. Seth, Mr. ... had been acting as Registrar.
