With reference to your letter, No: 39257, of the 2nd October 1902, transmitting a copy of a despatch from Mr: Secretary Chamberlain to the Governor of Hong Kong, No: 316 of 27th September 1902, on the subject of the salary drawn by Mr: Messer while acting as Treasurer, I am directed by the Comptroller and Auditor General to call your attention to certain other cases, shown on a list enclosed herewith, which do not appear to be in accordance with Nos: 107 and 108 of the Colonial Regulations as interpreted by the Secretary of State in his despatch of the 27th September 1902.
