I am directed to ack the receipt of your letter of the 10th inst. Hongkong 5/738. (10.F 1.), and to request you to inform Mr Sec Proddrick that the Governor of Hongkong has been asked to give further consideration to the possibility of finding another site than Stonecutters Island on which to erect a new Convict Prison.
2. The removal of the magazine from this island appears not to be required except on military grounds, since the Governor states that he cannot conceive any circumstances under which the existence of the magazine, however full, could constitute a danger to the town of Yaumati, which is about two miles distant. In these circumstances, it will not be possible to adopt the proposal to build a Convict Prison on the island unless the Military Authorities are prepared to defray the cost of removing the Magazine.
