My Lord:-

With reference to my telegram to Your Lordship of the 21st ultimo and to Your Lordship's reply of the same date, I have the honour to transmit herewith a copy of a note I have addressed to the Chinese Government urging the punishment of the offenders in the murder case at Hong-Kong, alleged to have been committed at the instigation of certain Chinese officials.

In reply to this note, Prince Ch'ing has written to inform me that he has called upon the Viceroy of Canton for a thorough investigation and report, and that he will address me further on receiving it.

I have informed the Governor of Hong-Kong of the above.
