RESP (R 17 NOV 03)

WASHINGTON,

November 3rd, 1903.

My Lord:-

With reference to my immediately preceding despatch of this series I should have explained that when the Postmaster-General spoke of New Zealand as being the only exception in so far as the 2 Kilogramme weight of parcels was concerned he meant in the Eastern Hemisphere, although it does not really include New Zealand.

I understand that the present policy of the United States Post Office is to limit the weight of parcels to two Kilogrammes or 4 lbs. 6 oz. in all conventions with countries or colonies in the Eastern Hemisphere but that they are willing to agree to the weight of 5 Kilogrammes or 11 lbs. in conventions with countries in the Western Hemisphere and are at present

Marquess of Lansdowne, K.G.,
