He said the only exception was New Zealand, and at present the United States Government did not wish to denounce that Convention, but that, as negotiations with Australia were being conducted with a view to concluding a Parcels Post Convention, and the lesser weight would be insisted upon, he thought that perhaps it might seem desirable that New Zealand should be placed on the same basis.
No objection was raised to the insertion of the equivalents in Hong Kong cents desired by that Government, and, as I informed Your Lordship to-day by telegram, the Convention will be ready for signature on or about November 15th. Mr. Payne suggested the date of December 1st for the day when the Convention should come into force, but I do not think he attaches any importance to any special date.
