Sir:-
I am directed by the Marquess of Lansdowne to
acknowledge the receipt of your letter 38807 of the
29th ultimo respecting the deportation of Miss Florence Garrett from Amoy to Hongkong.
In reply I am to state, for the information of
Mr. Secretary Lyttelton, that Miss Garrett was deported to Hongkong as a lunatic with suicidal tendencies under Articles 106, 107 and 111 of the China
Order in Council, 1865, and that her maintenance as
well as the cost of her removal to this country will
be borne by Imperial funds in the event of her proving to be a native of the United Kingdom.
Lord Lansdowne trusts that Mr. Lyttelton will
agree that there does not appear to be any need to
issue fresh instructions to Consular Officers in
China, seeing that the Consul at Amoy and the Acting
Chief
Under Secretary of State
Colonial Office.
