The Under-Secretary of State for Foreign Affairs [REG 10 NOV 03] presents his compliments to the Under Secretary of State for the Colonies and with reference to his letter of the 5th instant (10213) and is directed by the Secretary of State to transmit, for the information of Mr. Secretary Lyttelton the accompanying copy of a paraphrase telegram as marked in the margin from His Majesty's Chargé d'Affaires at Washington respecting the Parcel Post Convention between the United States and Hong Kong; and to inquire what answer should be sent to Mr. Raikes.
