"In reply to Your Excellency's
despatch : N. 8 Cons of the 2nd
I have to inform you inst.,
that Consuls cannot be
authorized to charge Commission
expenses incurred in connection with extradition cases.
Such expenses fall upon
the Crown and it is very
undesirable that they should be increased.
In future Mr Consul Laidlaw should pay such expenses out of the balance of Consular fees in his hands, and, if the amount available at the moment be not sufficient, he should
draw on
the Chief
Clerk of
this Office for the difference.
I am,
Your Excellency's obedient Servant,
(signed)
F H Villiers.
Right Hon.
Mr Herbert
Kemey
(for the Marquess of Lansdowne)
