The Under-Secretary of State for Foreign Affairs presents his compliments to the Under Secretary of State for the Colonies, and with reference to his letter of 2nd September (317782) and is directed by the Secretary of State to transmit, for the information of Mr. Secretary, a copy (as marked in the margin) of a telegram from His Majesty's Chargé d'Affaires at Washington relating to the proposed Parcel Post Convention between the United States and Hong Kong.

And begs to enquire what answer should be addressed to Mr. Raikes.
