I have the honour to enclose a copy of a letter dated September 10th, received from the Hong Kong branch of this Association, giving the opinion of their Committee relative to the spreading of Postal Agencies in China by foreign Powers and, more especially, by France. The London Committee have endorsed the views of the branch and have deemed it advisable to submit this letter to your notice.
