CONFIDENTIAL.
Sir,
RECO
FOREIGN OFFICE 28 007 03)
October 27, 1903.
With reference to my letter of the 4th of July last on the subject of the protection of Anglo-Chinese in China, I am directed by the Marquess of Lansdowne to state, for the information of the Secretary of State for the Colonies, that His Majesty's Minister at Peking has suggested that in order to facilitate the consideration of the question, the Governor of Hong Kong should be furnished with the earlier correspondence on the subject.
A copy of the printed correspondence from 1878 to 1886 is accordingly enclosed, and I am to request that should Mr. Secretary Lyttelton see no objection, it may be forwarded, by the first safe opportunity, to Sir Henry Blake, whose attention should at the same time be called to its confidential nature.
I am,
Sir,
Your most obedient,
humble Servant,
Francis H[ill?/endinge].
The Under Secretary of State,
Colonial Office.
