C.O. 37854/351/REC Red 13/001/03)

FOREIGN OFFICE. October 10th, 1903.

Cir:-

I have received from the Colonial Office a copy of the despatch from the Governor of Hongkong of August 21st, last, which was referred to in your telegram No. 222 of the 21st ultimo, relative to the murder of a Chinese in that Colony and the removal of the body to Chinese territory.

You were informed in my telegraphic reply of September 21st, that I concurred in your proposal to demand only the arrest and trial of the perpetrators and instigators of the crime.

When forwarding the despatch from the Governor of Hongkong, the Secretary of State for the Colonies suggested for my consideration that the complicity of Admiral Ho and the other Chinese officials implicated in the crime should be brought to the notice of the Chinese Government with a view to their severe punishment.
