The total yield of the Capitation tax on the Chinese at Hanoi is 17,000 dollars, about 13 fr. per head.
As has already been made sufficiently clear, all the subsidies to post-offices, steamers, &c., come out of the local revenue and not out of the pockets of the free tax-payers. In fact, I believe the only charge now borne by France is a sum of £750,000 for the maintenance of the French troops in the Colony, from which is deducted a sum of £500,000, which Cochin China appears to pay the mother country as an indemnity for the cost of the conquest.
There is some talk of making Pnompenh and one or two places in Tonquin free ports.
