In connection with the present situation in Kwang-tung and Kwang-hsi, I beg to report that I learn from a reliable source that Mr. McWade, United States Consul General, has telegraphed to his Minister in Peking and to his Government in Washington somewhat alarming reports as to the safety of the foreign community and of Canton City generally in the absence of the Viceroy with so many of the local troops in Kwang-hsi.
So seriously has the United States Consul General taken the situation that he has ordered the United States Ship "Callao" to return immediately from Wuchow. I also learn that the French Consul, Monsieur Doire, meditates a similar step but of a less alarming character.
I can only say that for my own part, I see no occasion for uneasiness in the Delta.
