IN accordance with the suggestion contained in Mr. Townley's telegram No. 195 of the 1st instant, a letter was addressed to the India Office, inquiring whether the Secretary of State for India was still of opinion that it would not be advisable to warn the Chinese Government that, unless the attempts to impose further taxation on foreign opium were discontinued, the Additional Article of the Chefoo Convention would be abrogated.
I now transmit to you a copy of the reply received from the India Office, and have to request you, after reconsideration of that Department's letter of the 19th November, 1902, a copy of which has already been sent to you in print, to furnish me with your opinion on the question.
