I am directed by the Marquess of Lansdowne to acknowledge the receipt of your letter of the 31st ultimo, urging, in connection with the murder in Hongkong of a member of the Chinese Reform Party, that His Majesty's Minister at Peking should be instructed to address a representation to the Chinese Government in the matter, and to put the strongest pressure upon that Government with a view to obtain the surrender to the Hongkong Government of the three persons, Chinese subjects, chiefly concerned in the murder.
In reply, I am to request that you will submit the following observations to Mr. Secretary Chamberlain.
There is, as Sir H. Blake points out, no comprehensive Extradition arrangement in force between Great Britain and China. The only Treaty stipulation in the matter relating to Hongkong is contained in the 21st Article of the Treaty of Tientsin, and provides solely
