persons born in the Colony of Chinese parents subjects

of the Emperor of China.

I should accordingly be disposed to recommend

that a discretionary power be given to the Governor

of the Colony as proposed by him, to enable him to

grant in deserving cases a certificate of the other

kind.

It would not be desirable to confer on the

consuls discretionary power of granting or refusing

assistance, but I would let their action be based upon

the Governor's certificate.

An Anglo-Chinese subject who does not register

himself at a Consulate, and only appeals for protection when he gets into trouble, can I presume be punished by a fine. To refuse protection seems a harsh measure.
