Sir,

I am directed by Mr Secretary

Chamberlain to acknowledge the receipt of

your letter of the 11th instant, closing a

copy of a note to the Russian Ambassador,

stating that His Majesty's Government are

unable to join in any proposals to the

Chinese Government with the object of obtain-

ing the consent of that Government to the

prolongation of the period during which the

importation of arms, &c., into China is

prohibited.

2. Mr Chamberlain is not aware whether the

Proclamation of 7th August 1900 prohibiting

the export of arms and ammunition to China

is still in force; but if so he assumes that

it will be withdrawn, and that the Colonial

Governments concerned may now be allowed to cancel the

restrictions
