WITH reference to Foreign Office despatch No. 21 of the 27th January last. Chinese Government have answered collective note signed by all foreign representatives. They agree that prohibitions if issued at all, must be real, and actions have been sent to Taotai of Shanghae to the effect that the issue of it is prohibited.
This practically accords with the terms of the Mackay Treaty as laid down in Article XIV.
