SHANGHAE Commissioner of Customs: your Lordship's telegram of yesterday, No. 36.
The new Commissioner is to be an American, Carl. He has been named one of the Chinese Delegates at the St. Louis Exhibition, and the Inspector-General thinks Shanghae a good centre for making preparations for Chinese exhibits. For this reason he thinks it advisable to nominate this non-British Commissioner for the appointment, which is only for nine months after that, a British Commissioner will be appointed.
