said that because they (Reiss and Company) used the Chinese Post Office they were compelled to pay duty according to Regulations and thus could not avoid suffering loss as compared with others. Inquiries had been made at the British and German Post Offices at Shanghai and a request preferred of them, that in case any registered parcels containing jewellery should arrive, they would send a note to the Customs that they might make examination and proceed according to regulations; they had received a reply from the British Post Office, saying that they thought that generally speaking, the request could be agreed to, but that it would be necessary to report to the British Postmaster General and wait for instructions.

The German Post Office merely said that hitherto they had had no regulation requiring registered parcels to be submitted to the Customs for examination.
