made the necessary advance His Majesty's Government
will be ready to consider the proposal again, and
that in the meantime they will agree not to increase
the number of their Agencies if the Chinese Govern-
ment can obtain a similar undertaking from the other
Powers.
A similar letter has been addressed to the Post
Office.
