Treaty.
My Lord:-
With reference to my despatch No. 15 Treaty of April 16th. I have the honour to enclose copy of a Memorandum communicated by the State Department stating that the Postmaster General is prepared to conclude a Parcels Post Convention with the Government of Hong Kong similar to the one in force between the United States and the Windward Islands with certain modifications as indicated in the enclosed copy of the last named Convention.
