I am directed by the Marquess of Lansdowne to

transmit to you a copy of a report which has been

furnished by Lieutenant-Colonel Ducat, Military At-

taché to His Majesty's Legation at Peking, on the

subject of the importation of arms into China from

Hongkong.

It will be seen that, according to Lieutenant-

Colonel Ducat, a large business appears at present to

be done by German firms in Hongkong in smuggling arms

from the Colony into China.

I am to suggest for the consideration of the

Secretary of State for the Colonies that a report on

the subject should be obtained from the Governor of

Hongkong, and that he might be requested to give his

opinion whether any measures can be taken to put a

stop
