Sir E. Satow in his telegram No.330 of the 28th of October last informed Your Lordship of the nature of a postal arrangement which the Imperial Chinese Post would be prepared to make with the British Postal authorities, in return for the withdrawal of British Post Offices from all places in China, with certain exceptions.

I find that, through inadvertence, no copy of Sir Robert Hart's letter upon which Sir E. Satow based his above quoted telegram was sent to Your Lordship.

I have accordingly the honour to transmit one herewith.

Sir Robert Hart has for some time been negotiating with the Japanese Legation upon the subject of a postal arrangement upon similar lines between China and Japan, to the latter of which countries good postal arrangements are especially necessary since Japanese subjects are rapidly spreading...
