A communication will be made to the Chinese Minister
in the sense of the second paragraph of your letter of
the 13th instant and he will be informed that a copy of
his Note of the 5th instant has been forwarded to the Gov-
ernor of Hongkong with instructions to continue to act in
accordance with the directions given in 1896 and to adopt
every reasonable and lawful precaution to prevent the or-
ganization in the Colony of movements directed against the
Chinese Authorities.
