With reference to my Despatch No. 3 Treaty, of November 21st 1902, I have the honour to report that on my applying to the Government of Hong Kong for the reimbursement of the expenses connected with the endeavour to hold Moffitt here for Extradition, I am informed by Sir Henry Blake that "Consular Officers should prepay all telegrams sent to Colonial Authorities and Colonial Governments pay for all telegrams sent to Consular Officers". In consequence Sir Henry has declined to sanction the refunding to me of telegrams amounting to $56.76, and I propose to charge the amount in my next Account with the Department unless I receive instructions to the contrary.
