With reference to Mr. Villiers' letter of the

25th of December last, I am directed by the Marquess

of Lansdowne to transmit to you, to be laid before

the Secretary of State for the Colonies, an extract

of a Despatch from His Majesty's Consul General at

San Francisco with regard to the reimbursement of

certain expenses incurred by him in case of extra-

dition from San Francisco to the British Colony of

Hong Kong.

I am to observe that, following the principle

indicated in the letter from this Department of the

27th ultimo, the charge would seem to be one which

should ultimately fall upon the prosecutor in the

case.

An agreement was, moreover, arrived at with

your Department in 1884-that "in special cases where

a Colonial Governor requests a Consular Officer to

send by telegraph information which cannot be con-

vayed...
