Your Lordship will give this matter your careful consideration, and, in the meantime, telegraph the Governor of Hongkong, renewing the instructions "to anticipate and frustrate any revolutionary attempts against constituted Authority in China" which Her Majesty's Government were so good as to issue in October 1896.
