My Lord Marquess:

I have received a telegram from the Viceroy of Canton in which, after referring to the Note of Your Lordship's predecessor of the 31st of October 1896, and the disturbances arising from the machinations of the Secret Societies which the measures taken by the Government of Hong Kong, at the instance of Lord Salisbury, were so effective in temporarily suppressing, he informs me that the peace and tranquillity of the province are again being seriously menaced by these illegal and mischievous Associations.

Positive evidence of the existence of a widespread conspiracy to overthrow the provincial Government has been discovered in the City of Canton. Over a thousand cases of ammunition and Military Equipment of various kinds, including uniforms and banners
