It appears fr. 9502/99 that Mr H. Blake did not go into the case, which has all along been telling her Howard that the award was inadequate & that Mr Cuffs KC has been advising him that he ought to have been heard by the arbitrator before the award was made.

It is to the Howard that all blame does attach.
