FUGITIVE OFFENDERS ACT, 1881. (44 & 45 Vict, cap. 69.)
INSTRUCTIONS WITH REGARD TO TELEGRAPHIC COMMUNICATIONS BETWEEN THE HOME OFFICE AND COLONIAL POLICE AUTHORITIES.
1. “MONEBIS” has been registered in this country as the telegraphic address for the Secretary of State for the Home Department, and telegrams to him from abroad should therefore be directed to MONEBIS, LONDON. He will also use this word in telegraphing to the Colonies.
2. The Telegraph Code for the use of the Police (revised edition, 1885) may be used for the sake of economy.
3. Whenever a telegram purporting to come from the Home Office is received asking for proceedings to be instituted under the Act, its receipt should at once be acknowledged by telegram. The Code word INCILIS followed by the name of the person mentioned in the Home Office telegram, will be suitable for this purpose.
4. If it is thought undesirable to telegraph a name or address en clair, the following cypher can be used:—

F for C and so on, so that in the cypher each letter will represent the third letter before it in the alphabet, A being used for X, B for Y, and C for Z.

5. The following cypher-words may also be used in telegraphic communications respecting proceedings under the Act, in addition to or in substitution for those contained in the Police Code:—

A Warrant has been issued in this country against the undermentioned person for the undermentioned offence which is one punishable with imprisonment with hard labour for 12 months. It is requested that stops may be taken for his arrest with a view to his return under the Fugitive Offenders Act. Please acknowledge the receipt of this by cable and also telegraph when the accused has been arrested.
