With reference to your letter of the 4th instant, I am directed by Mr. Secretary Akers Douglas to acquaint you, for the information of Mr. Secretary Chamberlain, that two memoranda only on the subject of procedure in extradition cases have been prepared since March 1898. Two copies of each are enclosed herewith, the number of copies in the Department not being sufficient to allow of six copies being supplied, as requested by the Governor of Hong Kong.
I am to add that the general memorandum on Extradition is now under revision.
