indications hitherto obtained by borings and trial wells at the low-level site have not so far proved wholly satisfactory, I consider that even a longer time than two years may be occupied in construction.

(4) I am, therefore, of opinion that the construction of a reservoir, at Mr. Cooper's site No. 4 (vide plan.), may be proceeded with at once.

This reservoir will be in accordance with my recommendation that the Tytam gathering-ground should be regarded as the principal source of water-supply for Hong Kong.

(5) At the same time I am of opinion that the low-level reservoir should not be finally abandoned.

Indeed Mr. Chatham does not intend to do so. He has indented for Boring Tackle in order to continue investigations as to the low-level reservoir, and the pumping engines are to be placed in a position that will admit of its construction at some future date.
