In conclusion, therefore, I beg to say that I see
no cause for anxiety. Precautions should, however, be taken, if for no other reason, to allay popular anxiety. One of
these will be to provide a low-level sluice, of ample size
whereby the bottom water may be flushed out, during construction, or indeed at any time.
In the meantime, let the water be taken by a cast
iron pipe from a point near the head of the bay, pending construction.
