While they strongly advises a separate Sanitary Commissioner, he admits that Dr. Atkinson has the necessary qualifications for the post, but he thinks Dr. Clark, the Medical Officer of Health, better qualified. Limiting as about, I should say that they are included to think that the proposal for separate Sanitary Commissioners should be adopted, specially having read to the weakness sanitary staff deficiency that already exists, likely to be troublesome to manage under a less costly head who devoted his whole attention to it, that his salary might actually be met by probable savings.
