The remaining clauses of the Putation need
hardly be considered in detail. They mainly refer to my
report on the waterworks extension scheme which was sub-
mitted whilst I was in Hong Kong. The telegram which you
received, selecting a particular type of pumping engine,
that offered by Messrs. Tangye & Company, shews that the
Government of Hong Kong desire to proceed with this portion
of the scheme at least. This again has been confirmed by
a requisition, and steps are being taken to proceed with the
work.

I beg to point out that the erection of the
pumping engines, alone, will effect a material relief,
at an early date. To develope the available supply to the
utmost, a capacious reservoir will be required.
This will take several years to construct. Therefore, in all pro-
bability it will be, from time to time, necessary to re-
strict consumption, by resorting to an intermittent supply,
less frequently and with less severity, perhaps, than has
been the case in past years. Again, as I have already
pointed out, in previous reports, the low-level Tytam scheme,
including the low-level reservoir, practically exhausts the
water-supply obtainable within the Island of Hong Kong.
Other gathering-grounds exist, but to utilise them would be
very costly. Therefore, it is desirable that steps
should be taken to reduce waste and extravagance.
To this end, legislation will be necessary, if for no other
reason than to amend and consolidate existing legislation.
