Consequently, with the assistance of the Attorney-General,

I re-drafted the Ordinance, and it was shortly afterwards

passed in the form, in which it now exists.

The provisions of the Water Ordinance of 1892

may be thus summarised. The Water Authority from time

to time fixes a prescribed daily consumption of water, with

respect to any tenement or group of tenements, regard being

had to the number of inmates thereof. The actual con-

sumption is then measured by a meter. If it exceeds the

prescribed quantum, then notice to abate waste is served

on the owners or occupiers. If the consumption be not

reduced, the tenement may be disconnected for a certain

period.

6. This procedure has been found to be inconvenient,

and its application costly. In many cases,

ing works can afford, perennially. Water-famines have

occurred, annually with one exception, ever since the

opening of the Tytam Works. Those have necessitated

the re-introduction of the intermittent supply, with all its

well-known defects, during some part at least, of

each year (except one).

6. When I visited Hong Kong in 1901-1902, a water

famine of great severity prevailed. Both the Tytam and

Pokfulam reservoirs were practically empty. A large

part of the town was entirely supplied with water, brought

across in barges, from a small stream in British Kowloon
