The last pages of my Report on the Hong Kong Water-Works Ordinance are now in the hands of the Typewriter. In it I have chiefly dealt with the objections raised in the petition of the Chinese House-holders. I have not made any suggestions as to amendment.

I agree with you that this report should receive the consideration of the Secretary of State for the Colonies, before I undertake the somewhat laborious task of revising the Ordinance, for as far as I can see it will require to be re-drafted, almost entirely.

2. In the meantime, I will consider the amendments which seem necessary. To enable me to do so, I would be glad if you would furnish me with copies of the Ordinances which are to be repealed, namely,

19 of 1897

30 of 1898

I can only find a copy of the first named Ordinance, among my papers.
