Re Hong Kong Water Works Ordinances.

Gentlemen,

In reply to your letter of yesterday's date,

I have the honour to state that I am engaged in writing my

Report on the Hong Kong Water Ordinance, and that I hope to

have it completed in the course of a week or so.

I may say that the Ordinance, as it stands, is not one to which

the Royal Assent should be given, and with your permission

I will consider the alterations that are necessary to make

it a really workable enactment. I doubt whether any time

will be gained by submitting a report on the Ordinance, without

some suggestions as to its amendment.
