conditions on which the Local Government Board will lend money for the construction of such Hospitals.

It is very reasonable that the advice contained in such a memorandum should be made use of in designing new hospitals, but it cannot be accepted that everything not up to the "letter" of the standard of the latest improvements is to be regarded as inadmissible or obsolete without any regard to the circumstances of particular cases. It may be mentioned that one of the Senior Officers of the Naval Medical Service who is thoroughly acquainted with the locality is of opinion that "the site for such a hospital was very well chosen and the isolation about as complete as it could be."
10. In view of the facts, My Lords found themselves unable to entertain the proposal to abandon this new hospital and instructed the Commander-in-Chief to convey this decision to the Colonial Government. They trust that the Secretary of State will concur with them that their action has been based on sound reasons.
